Robert Corley

CEO

NeighborWorks Housing Solutions’ (NHS) core belief is that health and well-being start with having a safe and affordable home in a stable and opportunity-rich community. NHS promotes these conditions by developing housing, and by providing housing resources and education. Its work with the Regional Housing Network provides the opportunity to share its experiences in southeastern Massachusetts and work with other regional nonprofit agencies to advocate for stronger resources and policies statewide. 

Rob Corley is the Chief Executive Officer (CEO) of NHS. Rob has more than 25 years of experience working on affordable housing production, services, and policy issues.   During his time at NHS, he has overseen the agency’s housing development activities, transforming a one-property portfolio into more than 4,300 units of affordable and special needs housing across the region.  Under his leadership as CEO, Rob has greatly expanded the geography, capacity, and diversity of services of the organization and has earned exemplary standing as a NeighborWorks organization. Rob is an active and engaged Board member of state and federal professional housing organizations, and is an enthusiastic collaborator.

Keith Fairey

President & CEO

Keith Fairey serves as President & CEO of Way Finders, which works to strengthen housing stability and economic mobility, and to build thriving neighborhoods in communities throughout Western Massachusetts, including Hampden and Hampshire counties. Way Finders has developed targeted services that help people stay stably housed including building and managing affordable housing, employment support, and resident engagement.

Currently, Keith serves as co-chair of the RHN Board. Way Finders actively participates in RHN committees and initiatives, collaborating with Regional Administering Agencies to identify issues and develop solutions to better serve its clients. Way Finders also advocates on state housing policy, with the goal of supporting housing production and programs to ensure everyone has a safe, stable place to call home.

Prior to joining Way Finders, Keith served as senior vice president for Enterprise Community Partners, Inc., where he led the management, oversight and strategic guidance of Enterprise’s 11 regional market offices across the United States. Keith has also held New York-focused leadership roles with Enterprise and served as chief operating officer of the Mount Hope Housing Company in the Bronx.

Carl W. Howell

CEO

Carl W. Howell is a dedicated and influential leader in the non-profit sector with decades of experience addressing the complex challenges of poverty, homelessness, and disparities across social determinants of health. As Chief Executive Officer of Community Teamwork, Inc. (CTI), one of New England’s most respected non-profits, Carl plays a key role in overseeing a broad range of impactful programs with a focus on Housing, Education, and Economic Opportunities. Under his leadership, CTI continues to thrive as a Community Action Agency, Regional Housing Agency, and Community Development Corporation (CDC), making it one of only two organizations in Massachusetts to hold all three designations.

Carl’s work has garnered national recognition, including an invitation from the White House to speak on Public Health disparities impacting BIPOC communities across the nation. His commitment to equity and inclusion is deeply woven into his leadership approach, ensuring that Diversity, Equity, Inclusion, and Belonging (DEIB) practices are prioritized both internally and externally within CTI’s operations.

In addition to his role at CTI, Carl has been a driving force behind several innovative initiatives. He has developed youth-focused housing programs, enhanced family homeless programming, and championed the integration of DEIB principles across all organizational practices. His efforts in advocating for equitable housing policies extend to the local, state, and federal levels, where he actively works to influence legislative changes that support vulnerable populations.

Carl’s leadership and advocacy extend beyond CTI through his service on multiple boards and advisory groups focused on housing and higher education, His visionary approach to addressing housing inequities and his dedication to community-centered solutions have made him a respected figure in both the non-profit and policy advocacy realms.

Brad Gordon

Executive Director and Staff Attorney

The Berkshire County Regional Housing Authority’s (BCRHA) overarching mission is to promote household, housing, and community stability. BCRHA furthers its mission through the implementation of a continuum of interrelated programming, which includes legal and housing counseling services; housing mediation options, provided through BCRHA’s Dispute Resolution Center; and homeless prevention and resolution services, provided as part of BCRHA’s Tenancy Preservation Program (TPP).

BCRHA in partnership with Berkshire Housing implements the Housing Consumer Education Center (HCEC) for the Berkshire County region, providing a full range of housing programs from homelessness assistance to homeownership options, which furthers both the RHN and the Commonwealth’s shared mission of creating effective housing based solutions.

Brad Gordon serves as BCRHA’s Executive Director and Staff Attorney. He has over thirty-five years of experience developing and administering housing and legal counseling services, homelessness prevention programs, and dispute resolution systems. Currently, Brad chairs the Three County Continuum of Care (CoC) Board and he serves on the Leadership Council for Citizens Housing and Planning Association (CHAPA) and the Advisory Board of the Massachusetts Housing and Shelter Alliance (MHSA).

Susan Gentili

President & CEO

Susan Gentili has served as the President & Chief Executive Officer at South Middlesex Opportunity Council since 2021.  SMOC is a Community Action Agency that serves over 45,000 people in 227 Massachusetts communities.  The agency currently employs approximately 800 people with an operating budget of $160M. 

Susan began her career in developing and providing housing services for disadvantaged people at SMOC in 1989. During this time, the agency was experiencing a period of substantial growth with an emphasis on acquiring, developing, and providing housing and supportive services to individuals experiencing homelessness in the MetroWest region of the state.  She has worked in a number of roles in a variety of agency programs including single adult and family emergency shelter, early education, and behavioral health services, and four years as the Chief Program Officer.   

Susan has been instrumental in the agency’s expansion over the last 30 years; she created new programs, secured the funding to support them, and implemented program models that have been replicated across the state.  Her leadership and expertise in Community Action Programs have fostered collaborative relationships with state and local funders, community partners and providers, private institutions, and the committed staff who carry out the agency’s mission.

Susan received her Bachelor’s Degree from University of Southern New Hampshire. In addition to serving as a member of the board for the Regional Housing Network, she serves a board member of Association for Behavioral Health, the Massachusetts Housing and Shelter Alliance advisory board, and as Chair for the Behavioral Health Partners MetroWest board.

Gina Govoni

Executive Director

The Franklin County Regional Housing and Redevelopment Authority (HRA) serves the housing and community development needs of the twenty-six towns in Franklin County and the North Quabbin Region. HRA is the Housing and Consumer Education Center for Franklin County, and is the local administrator for the RAFT program.

Gina has had the honor of building and bettering housing and housing services in Massachusetts for the past 20 years. As a public steward, she aims to make housing more accessible to all people seeking services.

Since 2019, Gina has served as the Executive Director of both the Franklin County Regional Housing and Redevelopment Authority and Rural Development Inc. In these roles, Gina enjoys partnering with other housing and municipal professionals to increase housing opportunities for the residents in the region.

Alisa Magnotta

CEO

Housing Assistance Corporation (HAC) is a nonprofit agency that has helped people with housing throughout the Cape and Islands region for nearly 50 years. Its programs and services help bridge the wide gap between homelessness and homeownership. HAC operates shelters and rental assistance programs, and also builds safe, high-quality homes that strengthen the diverse communities that surround them.  Today, Housing Assistance has more than 100 employees at five locations and a budget of $36M. The agency served more than 6,200 people in 2022 with services and programs ranging from homeless outreach and prevention, housing stabilization and education and advocacy to address a protracted regional housing crisis.

Alisa Magnotta is Chief Executive Officer of Housing Assistance Corporation. During her tenure, she has transformed Housing Assistance by nearly doubling its size, diversifying its revenue stream, and creating innovative programs to address the housing needs of low- and middle-income people across the region. Alisa has over 25 years of nonprofit management experience and is known for being innovative, collaborative, and mission focused. Prior to her role at Housing Assistance, she was the executive director at Alzheimer’s Services of Cape Cod & the Islands and Chief Operating Officer for Gosnold Behavioral Health. Originally from Lansing, Michigan, Alisa holds a Master of Science in communication management from Simmons College. She lives in Orleans and is the proud mother of three daughters.

Amy Stitely

Executive Director

Metro Housing|Boston’s personalized services help residents of greater Boston bridge gaps in the homelessness prevention and affordable housing system. Working with individuals and families who are homeless or at risk of losing their homes navigate available services, we empower 25,000 households per year to move along the continuum from homelessness to housing stability.

Metro Housing is an active member of the Regional Housing Network, with its executive director serving on the board and staff members participating in numerous committees. Metro Housing also works closely with the RHN on housing strategy and program development and improvement, including housing voucher programs, emergency housing assistance payments (RAFT), and the Housing Consumer Education Centers.

Amy Stitely is the Executive Director at Metro Housing|Boston. Amy is a housing leader known for implementing large-scale system transformation. She has held multiple senior leadership roles in the Massachusetts Executive Office of Housing and Livable Communities and has been formally recognized by the Governor for excellence in public sector leadership and mentorship. Amy holds a Bachelor of Science in Architecture from the University of Maryland and a Master’s in City Planning from MIT. Amy has dedicated her career to expanding access to quality housing, strengthening economic mobility, improving community health, and promoting housing stability.

Eileen Peltier

CEO/President

Berkshire Housing believes that everyone deserves a safe, supportive home and works every day to make that happen for the people of Berkshire County by developing and managing a growing portfolio of 1,000 apartments and administering 900 vouchers. Berkshire Housing operates the housing consumer education center for the region, providing housing stabilization programs (including RAFT) and counseling neighbors with housing challenges. Berkshire housing is committed to being good neighbors, great navigators, and allies to all. 

Berkshire Housing supports the RHN by actively participating in statewide collaboration around shared programs and engaging in advocacy for housing needs in the Berkshires and across the commonwealth.

Eileen has 30+ years in nonprofit leadership in health care, social services, and affordable housing and has developed innovative solutions working at the intersection of health and housing.  She uses her deep knowledge and experience to develop, manage, and advocate for housing solutions that provide homes and programming that support neighbors beyond four walls and a roof to help them thrive in all aspects of their lives.  In her role at Berkshire Housing, she is focused on meeting the needs of the Berkshires by engaging with the community, creating more and better homes, and enhancing supports for all citizens of the Berkshires.

Brian Scales

President & CEO

RCAP Solutions is the go-to resource of sustained success for individuals, families, and the communities in which they live. Established in 1969 (as Rural Housing Improvement), RCAP Solutions has supported the power and potential of communities for over half a century as strategists of community-wide well-being. Dedicated to nurturing strength, resilience, and confidence in those we serve, we partner with communities to help define a collective vision, create, and implement a plan to guide them to self-actualized and sustained success. As a dynamic and multi-faceted organization, RCAP coordinates resources, tools, technical assistance, and education for communities to take ownership of their long-term health and well-being from the ground up and the top down. RCAP’s mission is to foster personal and public self-reliance and improve the quality of life for individuals, families, and the communities in which they live.

As the Worcester County Housing Consumer Education Center, RCAP Solutions has a robust housing profile throughout Worcester County, extending across the greater Central Massachusetts region. This includes: First Time Homebuyer certification and counseling, homelessness prevention programs; financial assistance; workforce development programs; management of over 360 affordable apartments for seniors, mobility impaired individuals and families; home modification loan program; and Housing Choice Voucher Administration. RCAP’s wide array of housing services assists approximately 10,000 families each year.

Locally ingrained in the nonprofit sector, Brian came to RCAP Solutions in 2008 from the Cleghorn Neighborhood Center in Fitchburg, MA where he was the Director of Development. Previously, Brian also consulted for seven years with several non-profits across the region in development activities such as fundraising, grant writing and strategic collaboration initiatives. Brian holds a Certificate in Literature from Cambridge University, a Bachelor of Arts in English from Florida Atlantic University, and a Master of Arts from University of Central Florida. Brian is a member of the Board of Directors for the Rural Community Assistance Partnership, the Regional Housing Network of Massachusetts, and the Spanish American Center, serving north central Massachusetts.

Anne Marie Belrose

Executive Director

Anne Marie is an attorney/MBA with extensive experience who has dedicated her career to mission-driven public, private, and non-profit organizations in housing and community development. In her various roles, she has developed expertise in law, governance, strategy implementation, and developing consensus among competing interests.

Anne Marie has served as the executive director of Regional Housing Network of Massachusetts (RHN) since 2022. In this role, she advocates on behalf of regional administering agencies that provide housing resources and services to each community in Massachusetts. In addition, she collaborates with many partner organizations dedicated to ameliorating the housing crisis that persists throughout the Commonwealth.

Prior to joining RHN, Anne Marie served as assistant director for the City of Boston’s Mayor’s Office of Housing, where she managed compliance for the City’s affordable housing portfolio, as well as for all federal grant programs. Anne Marie had similar leadership roles in the cities of Newton and Brockton with regard to federal block grant programs. Anne Marie also served as Associated Deputy Director for Policy for the Massachusetts Department of Housing and Community Development (now named the Executive Office for Housing and Livable Communities), where she focused on policy and regulatory reform for MGL c. 40B, which provides zoning relief for housing development proposals that meet the required affordability criteria. She has served on the boards of National Community Development Association, Neighbors for Neighbors, and Habitat for Humanity of Greater Providence.
